This web site is dedicated to Nepal Civil Society (s) which maintain non-partisan (no political party affiliation) integrity and dignity for people of Nepal.  Its principle objective is to supports common cause of people of Nepal for 'Civil Liberty', 'Civil Rights' & 'Human Rights'.

It advocates the importance of Federal Government System for a new democratic Nepal.  It recommends 'Asymmetrical Three Tier Federal Governance Structures' - Federal (central), State (regional) & Local (provincial - 'city and village') governments constitutional provisions for right to self-governance and self-determination of autonomous states and provinces. 

It advocates 'Parliamentary System' of 'Federal Government' structures with the upper and lower house of which members are directly elected by the people of the constituencies of states and provinces.

It advocates that the multi-ethnic, multi-language, multi-religion, multi-culture diverse issues of Nepal should be addressed in the provincial government level. 

It advocates the head of the states should be directly elected governors, and head of the provinces (cities and villages) directly elected mayors.  Each state and province should have cabinet and legislative assembly.  The members of judiciary: state attorneys, state courts and provincial courts judges, law-enforcement officers, comptroller (auditor) are elected directly for 5 years term.  

Its objective is to establish 'Federal Democratic Republic Nepal' 


Historic Achievements of People's Movement II (Jana-Andolan II) 

People’s Contributions to Historic Achievements of Jana-Andolan II established the Secular Democratic Nepal. Civil Societies’ leaderships and courage surpassed often the leaderships of established political parties.  But the people will and their sacrifice what count the most in transforming the socio-political spectrum of the nation.

Historic achievement of People's Movement II (Jana-Andolan) has successfully sowed the seed of Civil Liberty and establishment of Democratic Secular Nation.  It has given the right to legislators of the Interim Parliament to strip the power of the feudal oligarchic institution of the Hindu monarchy. The struggle began even long before People's Movement I. But last twelve years Democracy played a fundamental role to change the priorities of the people of Nepal.

Nepali People Trust in Guidance of Civil Society:

eople of Nepal have trusted Civil Society guidelines more than political parties' leaderships for last twelve years democracy that ruled over Nepal under unitary feudal governance structures. Political leaderships failed because their inability to vision for the country. The Civil Society guidance and lead of the people’s movement II have liberated us to discover our national hood, civil liberty and opportunity to participate in nation building process. 

Under the guidance of Civil Society we must now establish the electoral institutions of democracy that can sustain the culture of Civil Society that is non-partisan, inclusive and responsible civic movement. Ours is a marginalized society based on the Hindu caste-system or social stratifications, which yet needs vast civic awareness and education for the perceptive of human rights protection.


Challenges ahead:
Our first challenge is our own socio-political and cultural mindsets. Whether we are citizens or politicians or intellectuals or professionals we are confronted with our mindsets of two hundred fifty years of feudal socio-political and cultural way of life embedded in your brain cells.

  We may be our own enemy in opposing civil liberty and civil rights for us to live democratically under the rule of law. Because we are addicted to live a life by breaching each other’s liberty and right under the tread of all mighty and under values and belief of feudal tradition. As a result, we may be proud of our values and tradition of Nepali society that may be violating our own liberty and our civil rights. Therefore, our first responsibility is to self-educate ourselves to be human being to respect our own civil liberty and human rights before becoming Nepali with all our traditional values and pride; religious beliefs and superstitions.

This is our socio-political and cultural challenge within us as our mindset. No matter how great advocate of democracy and socialism we still remain feudal in our practice against our own democratic and socialistic principle and norms. At this transition period we are prone to be lay emphasis on the double standard without even being aware of our promises and actions. How we are going to proceed further without democratic goal and commitments – to accomplish CA elections to draft a democratic constitution that will successfully lay the foundation for the institutions of democracy as our socio-political heritage.


The Common Goal of CA Elections:
We all must have consensus to accept the common goal of CA elections. We must again guard our goal from every spectrum of the conspiracies against CA elections. Unless we embrace a common goal unanimously we will not be successful.

Our urgency is to build a new democratic Nepal and without establishing the institutions of electoral democracy it can never be assembled. That is why CA elections are crucial to draft the blueprint that can guarantee as legal document to establish the institutions of electoral democracy.  

We have to pressurize political leaderships to commit to a political consensus to have common goal for the CA elections – ‘to draft a new constitution that will establish institutions of electoral democracy with the provisions for federal government system based on proportional representation electoral system.

We have to make sure the first meeting of the CA electoral will decide to create a Federal Democratic Republic of Nepal. 

Thus, the fundamental objective of the Interim Parliament is to accomplish CA elections. We all should be committed and dedicated to the common goal of CA elections. We are challenged by only one element that is the regressive force that is not willing to give up its grip from the power of status quo - feudal oligarchic Hindu establishments.
