Interim government must include cabinet members from seven political parties, Maoists and civil society:

We know who are seven political parties - parties who united to give programs for the People's Movement II; parties who went ahead to united Maoists with 12 point agreements under threat of the military autocratic regime!

Members of civil society were even more bold and candid than seven political parties to accelerate the People's Movement to a momentum! 

As members of civil society have brought the attention of seven political parties' leaders and Maoists leaders to a right direction on many occasions for the people's movement to be successful, inclusion of the members of civil society in interim government would be part of the logistics to accomplish constituent assembly election and draft new constitution to establish federal system of governance. 

We do not know yet what change the Communist party Maoists have brought in the grass-root level of Nepali society with their ten years' violent struggle of weapons. But the peace and democracy have become essential at this juncture for the people of Nepal to live up with and protect their civil liberty.

Establishment of the Complete Democratic  Parliament with popularly elected boy of legislature in both upper and lower houses:

The interim government must coordinate with the members of national constituent assembly to draft the new constitution that guarantees the foundation of the practice of complete democracy in the Parliamentary legislation.

The new constitution must abandon the practice of appointment and the indirect electoral (panchayete or totalitarian) procedures to fill up the Parliamentary members of upper house.

As the candidate for lower house of the Parliament are ticketed from the members of political parties and independents to be elected by the popular votes of the people of seventy-five districts of Nepal so the candidates for upper house of the Parliament must be ticketed from the honorable intellectual, professionals, civil society members to be elected by the popular votes of the people of seventy-five districts of Nepal   

Such change in New constitution will establish complete democracy and will honor the sacrifice of the members of civil society, intellectuals, professionals and other social worker such as from INGO and NGO to the people's movement II.

The Fundamental Objective:

The fundamental objective of such interim government is to accomplish the constituent assembly election to write new constitution of Nepal, which can restructure the government logistics with federal system of governance.
It should be unconstitutional to appoint members of upper house by political parties, palace, and to ballot with indirect election of panchayete and totalitrian electoral procedures.

This means abolition of the centrally controlled government logistics of old regimes - feudal oligarchic and military autocratic government establishment of the Rana and Shah regimes. Examples such as...

End of the practice of government appointments without nomination and Parliament hearing procedures.

End of the practice of government appointments of district chief administrators (CDOS) with the establishment of the district administration cabinet by the elected district chair or govern from members of the elected district assembly members.

Fundamental Change in the Parliament:

Upper house members get ticketed from among honorable intellectuals, professionals, members of civil society and other social workers to be elected by the popular vote of people of seventy-five districts of Nepal

Lower house members get ticketed from political parties and independent to be electd by the popular vote of people of seventy-five districts of Nepal  

The change is essential in the context of the people's movement II to establish a unique and modern Parliamentary system to practice federal system of government.

Elimination of the centrally controlled national law enforcement (police) government practice with the district level law enforcement government practice (police) through the election of the district law enforcement chief by the popular vote of the people of district  to manage district law enforcement practice and district police academy.

In federal system of government there should only be district law enforcement chief in seventy-five districts. 

District police chief and police personnel must be the permanent resident of the district. 

No law enforcement personnel can be diploid in a district with the residency of other district such as sending a police personnel from Kathmandu to run Jumla.

Such government practice must be unconstitutional as the practice of the old regimes - Rana and Shah.

There should never be a national law enforcement (police) chiefs like SP, ISP, SSP and so on to control centrally the law enforcement personnel in the whole country.

Therefore there should be district level of law enforcement responsibility to keep the law and order with district level of peace and security.    

 

Cabinet or the elected government must practice the complete democracy with the Parliament: 

Any government appointments such supreme court judges and attorney general must go through complete democratic procedures:

Candidate should be nominated by the cabinet or the government to bring to the Parliament for hearing

After both lower and upper house hearings of the Parliament there should be voting in the both house for the appointment.

Such complete democratic procedure must be applied to all government appointments for government agencies and corporations positions.

In the hearings of Parliament the members must thoroughly and honestly investigate the person's bio-data and personal background in terms of affiliations to political party, ideology and religion to make sure that he or she can do the job properly with respect constitution of Nepal. 

So interim government or cabinet that is formed with the members of seven-party aliens, leaders of the communist party Maoists and members of Civil Society - honorable intellectuals, professionals and social workers must stand firm and pay indissoluble attention to the process of national constituent assembly election and the draft of the new constitution of Nepal to establish the Complete Democracy of Federal system of Government.
