Who would not want peace and civil liberty - establishment of complete democracy in Nepal at this point and time?

How revolutionary are the Maoists of Nepal at this juncture they are politically committed to peace and to establishment of complete democracy.  This means complete electoral system of multiparty democracy where the grass-root level of administrative, judiciary and law enforcement electoral logistics of democratic practices are established. 
Peace will only be permanent if the old regime's feudal oligarchic and autocratic
Peace and prosperity must prevail with the electoral logistics of the complete democracy:

Why did the Maoists fought for last ten years with arms revolution and what is the outcome? Any rational person who analyze their ten years history will find change in the mindset of the mass of the people of Nepal. Whether they have understood or not they do not want to live with government practice of the old regime. This is what we see new in the horizon after the ten years Maoists revolution in Nepal. This is the kind of civil war that stood for the rights of suppressed by the values and government practices of the old regimes.

logistics from government practices are abolished with complete electoral restructures. 

This means no appointments for government positions such as chief district officers, district judges, district attorneys, district law enforcement officer (district police chief) and so on.

Any appointment for the honorable positions such as Supreme court judges, attorney general, central bank governor and so on must first be nominated by the cabinet for parliamentary hearing.

It was a bitter thing that so called political leaders of Nepal did not understood the truth that they should not have continued with the government practices of the old regimes without the practice of electoral procedures of democracy after the people's movement I. 

It is often witnessed that the most of the political parties in power are somehow addicted with the government practices of the old regimes. People still doubt whether they believe in the practice of the complete democracy from the grass-root local level of electoral logistics.

If the nominee completed the parliamentary hearing successfully then only he or she should be appointed for the position.

This is a normal democratic practice and if the coming democratic governments did not establish such democratic procedures then the peace in the county will not be permanent.  Because this will not be the complete democracy.

If we continue without considering the seriousness of the mandate of the people's movement with the old regimes' government practice as such of Rana appointing his brothers the generals and district chiefs, as Panchayetes appointing chief district officers, district judges, district attorneys and district police chiefs

Such political attitudes and vested interest for old power of the political parties undermines the possibility of peace and prosperity of people of Nepal. 

It seems with their twelve years of political practice in the county that they really are not interested with the civil liberty that gives people rights and responsibility to take care of themselves - villages and cities are managed by the people, district managed by the people through complete electoral procedures of democracy.

But people's movement II was the true movement for peace and complete democracy that was not honestly inspired by the political leaders but by the members of civil society, intellectuals, journalists, lawyers, professionals and so on as the complete members of the movement of civil society.

then we only speak about the complete democracy but we remain in our cunning heart the most selfish feudal lords of dirty political power.

We want to be like the Rana Prime Ministers in the name of democracy. 

"I want to be party leader and I want my party members worship my personality. I want to run my party organizations like of the maphias, and gagsters in the name of democracy. I know how I can manipulate the party without any electoral procedures like the founder leaders of my party. I do not want electoral procedures .....to be elected with the common members of the party. Do not talk about the complete electoral system of establishment in the party. Let me have my supremacy in my party with my selected party gang leaders"  

This is how parties are functioning in Nepal - Nepali Congress party is the example. It will be same if the political parties continue with their arbitrary procedures of organization that involves nepotism and favoritism after such historic people's movement II and its demand for complete democracy. Peace will not last thereafter with such vested interest and stubbornness of political party leaders.  

If political parties want peace in the country they must practice complete democracy in their organizations. Party leaders must be elected from the grass-root local level by the members of their party. 

Similarly there will be no permanent peace in the county if coming governments continue with following government practices of the old regimes:  

Who and what will undermine peace and establishment of democracy in Nepal?

Those who are addicted in the power of the government practice of the old regimes. So as long as large political parties like Nepali Congress and Nepali Congress Democratic are addicted with the old power of the government practice of the old regimes they will invite the regressive feudal oligarchic and autocratic forces to undermine the peace and prosperity of Nepal.

These feudal oligarchic forces are plenty in Nepal army personnel, bearcats, police personnel and so on. Once the large parties favor them they will sprout in number to dismantle the process of peace and establishment of complete democracy.

How come the present government and the parliament have failed to normalize the fear of the Nepal army. In the atmosphere there is more fear with Nepal army than with the Maoists militants at this point and time regarding the attitudes of current government.

According to the human rights violation records, the old RNA had violated human rights more than the Maoists. No matter it is a national army of the current government the both Nepal army and Maoists Militants should be completely under the surveillance of UN. 

It is with the factual records of human rights violation by Nepal army they should be as under the arm management of UN as the Maoists militants. 

This will be rational and democratic approach on the basis of human rights violations that both military have committed.   

Otherwise the peace will be undermined by the army for the election of the constituent assembly election to abolish the king. The king is the center of many army personnel who rely on him for their future power and economics.

  • Appointing chief district officers
  • Appointing district judges
  • Appointing district attorneys 
  • Appointing district law enforcement officers 

There will be permanent peace and prosperity in the country if the government practice of old regimes are abolished with the logistics of complete democracy restructuring:

1. District cabinet is formed by the elected district chief and district assembly members from political party in majority or party collision to administer the district.

2. District judge is elected from among the qualified district residents.

3. District attorney is elected from among the qualified district residents

4. District law enforcement officer or district police officer is elected from among the qualified district residents

Provided all district administrative body, staffs, district judge and court staffs, district attorney and attorney staffs, and district police officer and police personnel are permanent residents of the district.

As much danger lies on the Nepal army personnel who worship the king that much lies in the Maoists militants.

The current government have failed to manage the army in terms of suspending those who were with the king to repress the people's movement II. The action was more important against army personnel than civil servants and police force.

All police forces and civil servants were under the joint army management during the royal regime of dictator king.. All public services and media were controlled by the army except the supreme court.

The joint army chief must be responsible for the repression of the people's movement II. 

As per UN Human Rights commission the army personnel who violated human rights and committed public atrocity as joint army chief did during the people's movement II must be brought to the civil court for the justice.

The current government have failed to bring such justice as per the mandate of the people's movement II especially against those army personnel who violated the human rights and committed public atrocity.

It seems the current government is scared to death with the army that has committed in words before international community to support peace and democratic process of new Nepal.

This is how civil society works! In this 21st century it will be civil society who will come forth to protest state power for peace and civil liberty:

KATHMANDU, Aug 8 - Prime Minister Girija Prasad Koirala assured a civil society delegation Tuesday that a joint letter to the United Nations would be sent by Wednesday.

"There are only minor differences [between the government and the Maoists] over the issue of sending a joint letter to the UN," Koirala told the delegation,  according to civil society 

Many democratic army personnel could have been happy if the regressive army personnel have been brought to justice.

The current government have failed to filter honest democratic army personnel from the personnel with vested interest of the feudal oligarchic military practice. 

The peace and prosperity will be permanent if the coming interim government can establish democratic military practice in Nepal Army by promoting those personnel who see the true value of peace and establishment of democracy and suspend those who deny peace and willing to follow the path of the king as feudal oligarchic power. 

leader Dr. Devendra Raj Panday. "It [the differences] will be bridged by tomorrow."  The prime minister also said that the letter would be sent tomorrow.

A UN assessment mission had returned to New York last week virtually empty-handed after the government and the Maoists couldn't come up with a common understanding on managing Maoist arms with possible UN assistance.

Koirala, however, couldn't convince the civil society leaders over his controversial remark about giving political space to the king. "We didn't get a convincing answer in this regard," Dr. Panday told the Post.

The seven-member delegation of the Citizens' Movement for Democracy and Peace (CMDP) had handed him a memorandum demanding, among 

other things, implementation of the eight-point agreement and the ceasefire Code of Conduct in letter and spirit.

Earlier, various members of civil society had marched about a kilometer to get to the PM's official residence and hand over the memorandum.

The memorandum has also demanded the dissolution of the House of Representatives (HoR) as agreed in the eight-point pact.

"As you are well aware, we citizens were forced to take to the streets earlier also when there were direct indications of undermining the aspirations of the people," the memorandum said. "However, the time to lead the peace talks to a logical end hasn't lapsed as yet," it suggested.

The memorandum has also demanded action against army officers involved in suppressing the peaceful demonstrations in April. It has sought immediate announcement of dates for the constituent assembly elections.
